Conditions to do business of overseas study consultancy service and the procedures to grant the certificate of overseas study consultancy service business registration.
The demand of studying abroad has increased, leading to the appearance of companies and consultancy centers, which are concentrated in cities where socio-economic conditions developed. The overseas study consultancy service provider has contributed to meet the needs of students and some people who want to be provided with honest service in learning, improving knowledge abroad. The following article discusses the conditions to do business in the field of study abroad consultancy services and the procedures for issuing a certificate of overseas-study-consultancy service business registration according to Vietnamese law.

2.Conditions to do business overseas study consultancy service:
The overseas-study-consultancy service business provider must:
- Be incoporrated in Viet Nam according to Vietnamese Law
-Have own office, facilities and equipment necessary for the business of overseas-study-consultancy service.
- Have staffs who consult directly about overseas study to customers sastified some requirements below:
• Must hold at least the bachelor’s degree
• Having a good command of at least a foreign
language equivalent to at least 4th level as specified in the 6 level Foreign Language Competency Framework of Vietnam
• Having the certificate of completion of overseas-study- consultancy training course which is required by the Ministry of Education and Training.
3. Procedures:
3.1 Authority to solve:
- The Director of the Department of Education and Training where the overseas-study-consultancy service is provided.
3.2 The component of dossier
- The application form for the certificate of registration of overseas-study-consultancy service business should consist of the following contents:
• Objectives and activities
• The possibility of exploitation and development of overseas-study-consultancy services
• Plan and measures for implementation
• The measures to deal with possible risks to customers
-The authenticated copy of the certificate of busines registration, the incoporation decision or the certificate of invesment registration.
-The list of staffs who consult directly about overseas study includes some information below:
• Personal information (full name, date of birth, gender)
• Qualification level, foreign language level
• The position they would take over in the overseas study consultancy service provider
• The authenticated copy of a bachelor’s degree, foreign language certificate and the certificate of completion of overseas-study-consultancy course.
3.3 Notes

- The duration: 15 days from the date of receiving complete and valid dossiers.
